Work Shop Minutes - Monday, November 1, 2010
1. Call to order
Chairman Ray Collins called the scheduled workshop to order
Members Ray Collins, Dick Goduti and Les Bowman were present
Members George Wall and Peter Fredrickson were unable to attend.

2. Workshop
Ray Collins reported that he spoke to Marcia Balient at the DEP regarding the charge to the Old Saybrook Harbor Commission with respect to updating their plan and dock standards. Marcia said the OSHMC had indicated they wanted to do the update and the dock standards so she had sent Old Lyme Plan as a guideline.
Dick Goduti suggested that the Commission go back to their original proposal, which was taken to DEP.
Ray Collins said due to the fact DEP had many questions and comments he believes the new proposal must be a blend of what was submitted and the OL Plan.
Dick Goduti believes and he believes Michal Cronin emphasized the important issues are mooring and anchoring.
Les Bowman made the suggestion that the Commission move forward with developing the regulations so that they can be put into effect this coming season.
The group began reviewing the original proposed re-writes. Dick Goduti was going to email copies of what he had been working on to all Commission members.
Ray Collins asked what it would take to have more police presence on the water and Dick Goduti said it would take the Selectmen to approve the additional expense as the harbor patrol expenses are under the Selectmen's budget.
It was suggested that the Commission members read the current existing ordinances. These would be included in the documents Mr. Goduti will email.
Due to a lack of quorum the regular meeting will be moved to November 15 in the second floor conference room at the Town Hall.
Les Bowman will work on a proposed press release for the Harbor Master and other positions.

The workshop adjourned at 8:11 p.m.
